    1985年，区内始建福利企业。到1988年底，全区先后办起福利企业15家，拥有职工790人，其中：四残人员（聋、哑、肢残、弱智力）350人，占44.3％。全年创造产值800余万元，实现利润70万元。朱里镇福利毛巾厂和泊子乡福利皮革厂生产的毛巾被，皮箱皮包等产品，1987年参加了民政部在北京举办的全国民政系统福利产品展销会。
