             1996年，制定出莱山区“九五”计划和《2010年远景目标纲要》。2000年，制定出莱山区“十五”计划。2003年，以扩大经济总量、提高经济效益、增强区域整体功能、提高人民生活水平为重点安排发展目标。除第一产业增加值负增长外，其它经济指标均超额完成计划，比上年有较大增长，其中合同利用外资和实际利用外资增长幅度70%以上。
