    1994年，全区完成地方财政收入1452万元。建区后，莱山区挖掘财源，加强财政管理，地方财政收入快速增长，年均增长31.4%。1998年11月，地方财政与地方税务机构分设。2000年，区政府成立财政投资评审采购中心，实行政府统一采购。2001年，区政府成立会计核算管理中心，对区直机关事业单位财务实行会计集中核算管理。全区地方财政收入突破亿元，达到1.14亿元。2003年，全区地方财政收入1.70亿元，增长幅度连续8年保持全市第一位。1994～2003年，全区连续10年保持财政收支平衡。
