    1992年，在全市进行残疾人调查登记工作。全市共登记残疾人8067人。是年11月，开始为残疾人办理残疾人证，至1996年6月，共发放残疾人证4518个。1996年7月15日，招远市人民政府残疾人工作协调委员会发布《关于核发残疾人证及残疾人劳动能力评估的实施意见》。到2002年底，共有9439名残疾人办理残疾人证。其中肢残3047人，听语残1543人，智力残疾1956人，精神残疾2059人，视力残疾630人，多重残疾204人。残疾人凭证享受国家法律和政府、村委会以及残疾人所在单位规定的优惠政策和待遇。
