    1987年，乡镇企业开始升级工作。根据国务院“抓管理、上等级，全面提高企业素质”的通知精神，乡镇企业局制定乡镇办企业升级规划，全县推广张星乡企业升级基础工作与双增双节、产品创优、标准计量、人才培训、定额管理“五个结合”的做法。1990年，举办升级培训班24期，培训1312人次，有1个企业达到省级先进企业标准，15个企业达到烟台市级先进企业标准，70个企业达到县级先进企业标准。1993年，企业升级工作结束。
