    1987年11月1日，《中华人民共和国技术合同法》开始实施， 全县掀起
宣传、普及《技术合同法》热潮。县科委采用举办培训班、讲座等形式，对
企业领导、技术人员进行轮训。1988年，县科委设置技术市场管理科，对技
术合同进行认定、 登记工作。到1991年，全县技术合同登记88项，总交易额
851.36万元，其中技术交易额633.7 2万元。
