    清末，蓬莱县实行募兵制。募兵的方法是先设官，然后由官招兵。应募
者多是贫困的劳动人民，须出具保结，将姓名、籍贯、户邻等逐一注册。被
募后长期服役，甚至终生当兵。清末的地方武装"乡勇"、"团练"，也都采用招
募办法。民国初期，仍沿用募兵制。
