    清末和民国时期，社会劳力自由谋职。1949 年， 全县私营工商企业从
业人员4341人。
    建国初期，人民政府鼓励、支持社会闲散人员自谋职业。1954年，全县
私营工商企业从业人员1979人。1958年成立人民公社以后，县内劳动力实行
统一管理，自谋职业者基本消失。
    1978年以后，实行改革开放，允许兴办个体工商业和私营企业，县内自
谋职业者逐渐增多。1983年，开始允许在职职工停薪留职。1991年全县共有
个体和私营工商业从业人员12386人。其中城镇非农业人口自谋职业者303人，
在职职工停薪留职自谋职业者13人。
