    民国时期，县政府民政科负责劳动管理工作。
    1938年，县抗日民主政府成立，民政部门负责劳动管理工作。1953年改
由工商科兼管。1956年9月，成立劳动科。1962年4月，撤销劳动科，劳动管理
工作由计划部门负责。1981年3月，成立蓬莱县劳动局。1991年，蓬莱县劳动
局设办公室、 工资保险股、计划调配股、安全监察股、培训股，共有工作
人员9人； 辖蓬莱县劳动服务公司(1982年11月成立)、蓬莱县技工学校(1985年
8月成立)、 蓬莱县社会劳动保险事业处(1986年10月成立)、蓬莱县锅炉压力
容器检验所(1987年12月成立)、蓬莱县劳动争议仲裁委员会(1988年5月成立)。
