    1983年，县内开始兴办福利企业，安置残疾人就业。是年，县民政局投
资 3 0余万元，在县城东郊建蓬莱电器厂，安置残疾人员17人。1985年，登
州镇、龙山店乡、南王镇、大辛店镇先后兴办福利工厂4处，安置残疾人员39
人。1991年， 全县共有福利企业46家，安置残疾人员639人。
