    民国初期，处于无计划自然生育状态。女性婚龄小者仅为12岁，育龄大者超过50岁。很多家庭兄妹超过10人，侄辈年龄超过叔辈者屡见不鲜。生育任其自然，每逢疫病，受当时条件限制，死亡率骤升；农业一旦丰收，生活条件好转，生育率陡增。
    1956年前，莱州仍处自然生育状态。其中1950-1952年，生育率为20‰，1953年降为15.64‰，1954年升至33.98‰。
