    1965年7月1日，县人武部在城关亭子村组建了一个防空武装班，进行了为期一个月的防空训练试点。随后，全县民兵普遍进行系列防空训练。1971年，组建了消防、救护、治安、通信、运输、防化6个城市防空专业队，并有组织地进行专业技术培训。
