    建国后，外事由县政府管理。1980年，县政府成立外事办公室，附设机关行政事务局内，由1名副局长兼管，后设外事秘书。1983年，县政府办公室设外事科，1984年撤销，其工作由华侨事务办公室代管。1985年移交政府办公室，由1名副主任兼管。1988年6月，市政府办公室重设外事科，有工作人员2人。
