    1913年，县公署改卢乡义学为半日(制)学校，1919年，又在此设通俗教育讲演所，半日学校附设于内。1929年将半日学校改为民众学校。1930年12月成立民众教育馆。次年，全县设民众学校11所，夜校11所，半日学校5所；附设民众学校28所，夜校45所。毕业学生2800余人。1933年，民众学校因经费困难而停顿。1935年，全县办起农民夜校、妇女识字班共45处，入学者达8500人。1937年抗日战争爆发后停办。
