    1928年(民国17年)6月，军阀刘志陆部齐玉衡旅进驻莱阳。是年7月30日，军阀施中诚的部队被军阀钟震国的部队击败，由烟台窜至莱阳，自称东海警备司令，据守莱阳城。
    1929年6月，军阀刘珍年派其张銮基旅进驻莱阳。次年7月，张銮基旅移防平度，刘珍年复遣其梁立柱旅驻军莱阳。
    1932年10月，韩复榘派其荣光兴旅及鲁东民团总指挥赵明远部、鲁南民团总指挥谢书贤部抵县境内，与刘珍年军对峙。
