    1661年(清顺治十八年)秋，于乐吾(又名于七，栖霞县唐家泊人)据牙山抗清。清政府命靖东将军济席哈率军3万抵莱阳屯驻，是年十二月进逼到牙山脚下。
    1910年7月4日(清宣统二年五月二十八日)，邑人曲士文(又名曲诗文)举行起义，并率众攻城。清政府派常备军协统叶长盛和登州总兵李安堂率军进驻莱阳，以镇压农民起义军。
