    1941年2月，莱东行署设立武装科，由蔡铁民任科长。武装科主要任务是领导抗日根据地人民群众组建抗日自卫团体和游击小组。1943年8月，莱东行署武装科改为莱东行署武装委员会(简称武委会)。1945年9月，莱东、五龙两县武委会分别改为县人民武装部。
