    1939年，中国三民主义青年团(简称三青团)莱阳县分团部成立，葛子明任分团部干事长。“十一联中”设三青团区队部，学生胡敦堂任区队部指导员。班级设三青团分队部，选班级中三青团骨干成员为分队长。
    1939年，莱阳三青团组织发展的三青团员多系青年学生。1942～1943年，在中学和高级小学16岁以上的学生中实行集体加入三青团”。1946年，三青团莱东县分团部流亡于青岛。1947年，流亡在青岛的莱阳中学学生中的三青团员集体加入国民党。
    1950年，对全县三青团员进行登记，登记人数1588人。
