    1912年(民国元年)8月，成立县农会，设正、副会长各1人，评议员4人。次年评议员增为12人。1917年，各乡农会先后成立。1929年，撤销县农会，国民党县党部将其改组为农民协会，辖区农协分会8处，乡农民协会44处，发展会员1925人。1931年，农民协会又复名为农会，设正、副干事长各1人。辖区农会分会9处，乡农会82处，发展会员5465人。
    1925年12月，中共莱阳地方党组织建立后，在农村广泛发动贫苦农民成立农民协会。至1928年初，在万第村周围的30多个村庄建立农民协会多个，发展农民协会会员数百人。
