    1939年，黄县抗日民主政府第一科分管人事工作。
　　1950年，县民政科负责人事工作。1951年9月，县人事科成立,1958年11月并入蓬莱县人事科。1962年黄县人事监察局成立。1969年12月撤销，人事工作由县革命委员会组织组分管。1978年4月,黄县革命委员会人事局成立，1980年12月改称黄县人事局。1986年12月撤销，同时成立龙口市人事局。1990年局内设办公室、调配科和工资福利科，有工作人员10人。
