    清设普济堂,有灾之年,予灾民以救济。1741年(清乾隆六年)，于县署北建栖流所。1861年(咸丰十一年)，县署建养济院，岁养贫民50人。民国时期，救灾工作多由慈善团体救助。境内有龙口救济院、红字会龙口分会、黄县红字会和难民收养所等。
　　抗日战争时期，黄县抗日民主政府成立黄县灾难救济委员会，建国后，改称生产救济委员会，主管救灾工作。
