    建国后，在税务监督中，严格执行征管制度。1990年，市税务局内部设监察机构，配备13名兼职监察人员，聘请系统内25名离退休老干部为义务监察员。市税务局还设立举报箱、举报电话和纳税公开牌，实行职责、权限、办税程序、办税纪律“四公开”，税务干部的照片、姓名、编号“三亮相”；并建立起200个监督网点，使税务干部在社会监督下执行征收任务。
