    1952年4月，为反对美帝国主义发动的细菌战争，特区人民政府成立反细菌战争防疫委员会，各乡设立宣传教育组和　望观察组。卫生科组织群众性的防疫训练，开展以灭虫、捕鼠和清洁卫生为重点的爱国卫生运动。1953年，进行大扫除活动，男女老幼都手待蝇拍，消灭苍蝇。
