    教育  1969年3月，珍宝岛自卫反击战开始后，在全民中开展防空教育，并在初中二年级增设“三防”知识教育课。
    演习  1969年，开始制定、落实成备防空方案。进行3次战备防空演习训练。1970年3月16日11时至12时，地方和驻军联合进行了大规模的防空袭演习。空袭警报发出后，一般在2－14分钟内进入预定地点。参加演习人员16000余人
