    1987年5月，牟平在观水、武宁、刘家夼、高陵、莒格庄等五处乡镇设立人大代表联络办公室，分别设主任1人，副科级。1989年3月，在全县17处乡镇设立乡镇人大工作办公室，配备主任1人，为正科级，负责本级人民代表大会闭会期间的日常工作。1994年4月，各乡镇改设人民代表大会主席团办公室，正科级，配备主任或副主任1人。1996年12月，各镇对外统一挂“烟台市牟平区×××镇人民代表大会”的牌子，并设镇人民代表大会主席、副主席职务。
