    清末，宁海州东邻文登；  东南至黄海(浪暖口)；南与海阳交界；西与福山接壤；北濒黄海，养马岛、崆峒岛等岛屿散布海中。州境包括今牟平县全部、乳山县大部分和海阳县、芝罘区、福山区一部分。至30年代，境域一直末变。民国30年(1941)1月，县抗日民主政府成立后，境域多次变更。
