清咸丰三年(1853年)，清政府诏令各县举办团练，镇压农民起义军。海阳县行村致仕吏部员外郎车宝
南，联络全县地主豪绅，村村办团练，练武备战。县设团练局，乡建乡团，村置村团，层层管理。团
丁经训练后，回家务农；遇有兵事，立即从戎。并设常备团丁，终年服役。
