1978年12月，中央军委制定的“部分义务兵改为志愿兵的实施办法”颁行，在陆、海、空军中服役6年
以上的专业技术兵骨干，根据部队需要和本人志愿，经批准从第七年开始，由义务兵改为志愿兵。海
阳县自同年起，有一批超期服役战士申请并经批准转为志愿兵。志愿兵实行工资制，转业后由地方政
府安排工作。
