    1941年4月海阳县抗日民主政府成立后，共产党领导的人民武装实行志愿兵役制。抗日战争中，
海阳的青壮年自愿参加八路军，数达7800余名。解放战争时期，广大青壮年踊跃参军，截止1948年12
月，全县有1.6万余名青壮年参加了中国人民解放军。其中，1947年反蒋保田参军运动中，有5990名参
军。
从抗战到建国初期，八路军、解放军干部战士均实行供给制，家属享受“代耕”待遇。
