1941年4月，海阳县抗日民主政府成立之初，为支援抗日战争，开始筹募“救国公
粮” 。当年四、五两个月，共征粮食180万斤，最多者为高山区，每户平均100斤，一般为80斤左右。
1943年6月，实行按土地等级累进税率制征收公粮。1948年lO月，田赋公粮合并征收，征收标准每级地
征粮二两二钱。 1946－1952年， 共征公粮12966.5万斤。 平均每年征收1852.36万斤。其中，最多年份
1947年，为2316.5万斤；最少年份1949年，为1523万斤。
