    境内的人口主要居住在海拔200米以下地段，清洋、大沽夹两河下游流域以及沿海一带人口分布密于山区，东部、中部、北部地区密于西部、南部地区。1982年人口普查时，全区农村人口为261684人，占总数的92.97％；城镇人口为19771人，占总数的7.03％。与1964年相比，农村人口增长了22.64％，城镇人口增长了187.02％，城镇人口增长率高于农村。
