    1938年6月，日伪福山县公署在烟台成立，同年10月迁至福山城。日伪县公署设知事1人，下设秘书处、财政科、建设科、教育科、警察所、警备大队。警察所设两个分所、1个分驻所、3个派出所，共有官员16名，警察75名。警备大队设3个警备中队，1945年扩为10个中队。历任县知事为刘荣斋（1938年任）、张余三（1942年任）、王克庄（1944年任）。1945年8月，日本投降，伪福山县公署解体。
