    一、拨款
    1979年以前，基本建设拨款先后由地区建设银行、县人民银行、财政局管理。1972年至1978年，共拨款2789万元。因只作一般性付款，缺乏监督管理，经济效果较差。1979年以后，全县基本建设规模逐年扩大，建设银行福山支行坚持对基建资金统一计划、统一使用，做到按基本建设计划拨款，按基本建设程序拨款，按基本建设预算拨款，按实际工程进度拨款，加强监督，严格控制计划外投资。1980年，拨款666万元，完成投资504万元，资金利用率为75.7％。1984年，拨款883万元，完成880万元，资金利用率为99.7％。
    二、贷款
    1979年以来，建设银行福山支行对基本建设贷款坚持贷前调查、贷时审查、贷后检查等原则，使基建贷款项目投资少、工期短、见效快、按时还款。1981年贷款14户，发放贷款165万元，当年收回39万元。1984年贷款50户，发放贷款759万元。当年回收355万元，占46.8％。
