    建国前，福山无外贸机构，外贸业务由私人商行办理。建国后，外贸业务归供销社代理。1976年4月12日成立县对外贸易局，下设外贸公司，共有职工41名，出口物资仍由基层供销社代为收购。1983年11月，外贸局改为局级公司，内部机构设业务科、工矿科、政工科、计财科、办公室和直属库，共有职工46名。
