    1931年，国民党福山县政府设长途电话事务所。内设主任1人，话务员、巡线士和练习生若干人，负责县城与各区之间的政务通话，对外不营业。1933年，国民党山东省政府建设厅长途电话局设福山分局，对民间营业，1938年撤销。同年，日伪政府在县城设长途电话事务所，主要联络军事和政务，不通民话。
