    清代，境内设有黄务、午台、西牟3处急递铺，为官设官用，归州县管理，每铺配有司兵1～4名不等，以步、马传递军报官牍。1913年驿制废止，3铺裁撤，归并邮政。清道光年间，烟台出现商办民信局，收寄民众信件，后发展到10余家，与国办邮政抗衡。1935年，烟台尚有民信局6家，被国邮勒令裁撤，统归国办。
