    1875年（清光绪元年）“马嘉理事件”后，英国向清政府提出许多与“事件”毫无关系的要求，同时联合法国、美国8艘军舰巡驶渤海湾，进港威胁。在英国做出强兵压境之势后，清政府全部接受英政府的无理要求。1876年8月（光绪二年七月），由李鸿章与威妥玛在东海关税务司署谈判。9月13日，《中英烟台条约》签字，进一步扩大了英国侵华特权。
