    1986年，垦利县有农机具部门、良种场等几个科研机构。1995年，垦利
县石化总厂建成高新技术企业，之后又有万达集团、胜通集团、东辰集团等
11家；1996~2002年先后垦利县新型电力器材厂、万达集团、胜通集团、东辰
集团等11家成为产学研联建企业，  2000～2002年建立民营科技企业有9家；
1992～2002年建立垦利县土地利用规划站服务部等新技术贸易机构28家。
