    1986年后，个人国家债券有国库券、国家建设债券和保值公债三种。国
库券自1981年开始发行，分实物券、凭证式债券和记帐式债券。1986年后，
国库券期限一般有两年期、 三年期和五年期。1988年，发行国家建设债券。
1989年，发行保值公债。1994年始，国家发行凭证式债券，记帐式国债在垦
利县一直未发行。
