    建区以来，区财政除保证科技部门的行政经费外，还将科技三项经费(科技攻关
、重大新产品试制、中间试验)和科普经费纳入区财政预算，每年按预算数到位。19
85～1990年，总计拨款10万元，1992年开始逐年增加，1998年后大幅度增加，1998年
拨款119万元，1999年155万元，2000年211万元。该经费的使用，坚持专款专用，不
挤占挪用，不借用。科普经费主要是用于科学技术的推广与普及，2000年拨款2万元
