    清末至民国初期，境内实行招募制、派兵制、买兵制三种募兵办法。
    招募
    采取树旗募兵，在各大村镇设点，招募青年从军。
    派兵
    采取按种地多少派兵，每25亩(大亩)地派一兵，各村按地亩摊派。
    买兵
    具体办法是以乡村为单位捐钱买兵。富户出钱买兵，贫困人家卖身当兵。
