    1995年，全区只有一家私营工业企业。1998年起，区委、区政府出台鼓励发展个
体私营经济的政策，成立个体私营经济办公室，大力扶持个体、私营经济，在经济体
制改革、对外开放和地方经济发展的新形势下，私营工业迅猛发展。1998年，全区个
体、私营工业企业发展到928个，2000年有918个。
