    1984年7月，东营区、牛庄区分别成立司法局。东营区司法局设办公室、宣教股、
调解股，工作人员7人，1985年1月设立公证处；牛庄区司法局设办公室、宣教股、调
解股，工作人员4人，1985年3月设公证处。两区合并后，成立东营区司法局，设办公
室、宣教股、调解股、公证处，工作人员22人。同年10月，增设法律顾问处。1995年
3月政法体制理顺后， 东营区司法局有工作人员26人。1997年，设办公室、宣教股、
基层工作股、政研室、公证处、律师事务所、普法办公室，工作人员25人。
