    1987年7月，东营区成立外事侨务办公室，隶属区政府办公室。1997年，有工作
人员2人。
    东营区有华侨32户、149人，主要分布于美国、日本、俄罗斯等11个国家。至19
97年底，共接待华侨、港澳同胞6批18人。
    建区后，区政府制定一系列优惠政策，欢迎华侨来黄河三角洲投资办企业。至1
997年，全区办成的“三资”企业总投资1262.69万美元，合同利用外资504.86万美元
。认真为侨眷、华侨排忧解难，帮助侨眷及子女升学8人，“农转非”4人，调动工作
3人，招工就业3人，评定职称9人，落实住房1处；推荐有代表性的侨眷参政议政，推
荐3名侨眷为区政协委员，其中区政协常委1人。
