    建区初，东营区、牛庄区的财政工作分别由垦利、广饶两县代管。1985年，是区
级第一个财政年度。两区合并后，财政合为一体。1985～1997年，全区财政收支平衡，
略有结余。1997年，财政滚存结余1689万元，其中：预算内39万元，预算外1650万元；
地方财政收入实现12528万元，在全市率先跨入亿元县(区)行列。
