    建国前，境内有少量个体手工业和小作坊，多因遭受战乱而关停。建国后，个体
手工业和私营工业在国家扶持下得到恢复和发展。1953年起，人民政府采取建立手工
业生产小组、手工业生产合作社等形式，把个体手工业者逐步组织起来，至1958年人
民公社化期间，个体手工业全部收归社、队经营。中共十一届三中全会后，个体手工
业和私营工业发展迅速。至1997年，全区个体私营工业发展到1266家，从业人员460
0人。
