    明清时期，台儿庄地区的兵役制度为招募制。地方官府设招兵处，所有男性青壮年，只要身体健康，皆可应招。根据战事需要，有的长年募用，有的参战后即解甲归田，随用随募。
    1916年（民国5年）以后，直系、奉系军阀在台儿庄地区实行招募制的同时，也以收编地方武装和土匪武装等方式扩充队伍。
