    明清时期，峄县地区的兵役制度为招募制。地方官府设招兵处，所有男性平民，不论年龄长幼，只要身体健康，皆可应招。招兵处根据战事需要，有的长年募用，有的参战后即解甲归田，随用随募。
    辛亥革命后，中华民国临时政府沿用清末招募制。1916年(民国五年)以后，直系、奉系军阀在峄县地区采取招募制，同时也以收编地方武装方式扩大兵源。
