    为减轻集体和农民负担，从1962年开始有信贷豁免，是年免除贫农合作基金贷款10.3万元。1965年，国家豁免信用社1961年前放出的个人贷款，豁免对象为出身贫农、下中农的农民。1970年12月，豁免1961年前的社队欠款及贫下中农个人的全部欠款， 计50.7万元，其中集体12.3万元，个人35.6万元，个人期票抵偿贷款2.2万元，不予豁免的个人贷款(国家列为豁免数)0.6万元。
