    2011年，严格执行轮换政策，把握轮换商机，顺应调控目标开展购销轮换，做到
常储常新。落实最低收购价和临时收储政策，规范细化政策性收购业务流程，公开质
量标准、价格、扣量规定、结算方式。组织政策性粮食销售、出库、移库，弥补市场
缺口、优化库存结构、充实储备规模，保供稳价。2012年，轮换购销与上年大致相同。
